This interview with Gans would seem to indicate that you are correct. Interestingly Lagin says that he played with the band as early as '70 but could only be heard on stage because he was not always plugged into the PA system.

The function of the "Wall of Sound" was to, in essence, give each player their own PA for sound reinforcement purposes and this did not include Ned's stuff. Ned was forced to use a vocal channel sub-system that didn't have the balls to bring him up into the mix. The ability to add instruments to system was apparently overlooked in it's engineering phase.
